An Account of the Origin and Early Prosecution of the Indian War in Oregon 

by [Lieutenant Colonel] Charles S. Drew [born in Canada East in 1825]  one of two elected to promote formation of Jacksonville Territory, which was "later to be a pro-slave state made from territory in southwestern Oregon and northwestern California". 11/6/1861, Drew given rank of Major in the First Oregon Cavalry under the US Army; appointed Lieutenant Colonel 4/4/1863. at Camp Baker until March, 1863 when had to abandon Camp and move to site of future Fort Klamath north of Agency Lake (bitterly criticized by Lindsey Applegate and Amos Rogers. Major General H.W. Halleck said construction cost of Fort Klamath was "entirely disproportionate to its importance". Drew in command of Fort Klamath June 1863 to June 1864, but was away fro July 1 to October 18 and so missed treaty negotiations with Klamath, Modoc and Yahuskin Snake Indians October 1864. Drew releaved of duty at Ft Klamath with resignation effective January 31, 1865 (he was 40 years of age)

Curry; list of killed and wounded of Ross's regiment; Superintendent Palmer's report re Indian difficulties in Port Orford distric 1854; "Topographical Memoir and Report of Captain T.J. Cram, relative to the Territories of Oregon and Washington

Joseph Lane, Governor of Oregon, was sympathetic to slavery, oppposed the formation of Jacksonville Territory, so plan was indefinitely postponed--revived many years later w/proposed formation of State of Jefferson in this same area.
