Impressions of Fred Lockley: Col. Robert A Miller

Colonel Miller was a former newspaper man who was also the first grand patron of the Order of the Eastern Star of Oregon.  He moved to Jacksonville as a toddler and attended public school there.  After graduating from Willamette University  in 1878, he became a newspaper man until he was admitted to the bar in 1889.
