This film contains three clips:

Clip1: The first clip shows a three wheeled vehicle driver by Medford Police officer. Probably for use as a parking enforcement.

Clip2: The second clip takes place in the county commissioners office and appears to be a meeting.

Clip3: The last clip shows a hospital bed on bicycle wheels and is being pushed up and down the street. assume for a hospital bed race or gag.
