O & C Land Act of 1937

This act was a land grant to facilitate railroads in Oregon and California.  The idea was that the railroads would put the land to use to get funding for the building of a nationwide network of railroad tracks.  The railroad moved south through the Willamette Valley and reached Roseburg in the fall of 1872.
