The Past and Present of Mercy Flights, by Dennis Powers

George Milligan was the air traffic controller iin 1949 when the need for a plane to fly polio patients to the closest iron lung in Portland.  Old 99 was our only highway at that time.  Milligan bought a surplus military plane which was converted into an ambulance plane,   Mercy Flights now employs 189 people including pilots, 3 planes, and a medically trained staff.
