This film has two clips: 

Clip 1: The first clip  shows people gathering at a park with what looks to be a dedication. Next it shows children playing on playground equipment.

Clip 2: This clip shows More paving being done at the Medford airport. The last couple seconds takes place in an airplane in the sky looking down on I-5/
