There is three clips on this film:

The first clip is of a meeting being held where State Senator Lynn Newbry is present

The second clip is a over view of the Southern Oregon State College (SOSC now SOU) showing the grounds as well as new dorms. 

The last clip appears to show a body of water where a plane crashed.
