This film has three clips:

1) Scout Camp appears to be Camp McLoughlin Boy Scout camp at lake of the Woods. It shows canoe oar techniques, walking on a tight rope, etc.

2) The second clip is Ashland Creek in Ashland's Lithia Park. People in and around the creek that flows through the park.

3) Schooll board meeting is the third clip. It is not certain which school board this is.
