Clip 1: This clip appears to take place at either Lake of the Woods or Howard Prairie Lake. It has several sail boats on the lake sailing either together or as a race.

Clip 2: This clip appears to take place at Emigrant lake in Ashland, Oregon. It looks like the Red Cross is holding training on how to boat safely.
